A Cabinet seat gives the AI brief political visibility, but Britain still needs a funded route that takes young people from education and upskilling into research, innovation and employment. The success of this government reorganisation should be judged by whether that route becomes stronger, clearer and more equitable.
As IT Pro reported, the Burnham government has abolished the standalone Department for Science, Innovation and Technology and moved its responsibilities into the new Department for Business, Innovation, Science and Trade. The government’s July 2026 ministerial appointments confirm that Kanishka Narayan has been appointed Minister for Artificial Intelligence across the new department and the Cabinet Office, with attendance at Cabinet.
That appointment matters. So does the institutional machinery beneath it.
What the departmental change means
Bringing science, innovation, trade and business policy into one department creates a credible opportunity to connect public research funding more closely with commercial growth. A minister working across that department and the Cabinet Office should also have a stronger line of sight across policy decisions that affect AI adoption, public services and economic strategy.
The concern is continuity. Departmental reorganisations consume attention, move civil servants between teams, reopen reporting lines and create uncertainty over budgets and programme ownership, while companies, universities, schools and training providers still have decisions to make. Industry figures quoted by IT Pro have warned that the change could delay AI programmes and investment.
Those risks are particularly serious for skills programmes because the talent pipeline already crosses institutional boundaries. Schools sit within education policy, public research funding runs through bodies including UK Research and Innovation, apprenticeships involve employers and training providers, and innovation careers depend on regional investment, immigration policy, procurement and commercial demand.
No single minister directly controls that entire chain. Cabinet access can help align it, provided that access leads to shared budgets, clear responsibilities and measurable progression between each stage.
Britain needs a connected talent pipeline
The UK often discusses AI skills as a workforce issue that begins once someone applies for a job. By then, many young people have already been filtered out through unequal access to computing, limited careers information, a shortage of practical experience and weak connections between schools, universities, research institutions and employers.
AI readiness begins much earlier. A student first needs meaningful contact with AI systems, then the opportunity to understand how they work, question their outputs and build something with them. That experience must connect to recognised qualifications, further study, paid placements, research opportunities and jobs in British organisations.
The labour market will not wait for Whitehall structures to settle. The World Economic Forum’s Future of Jobs Report 2025 estimates that 39 percent of workers’ core skills will change by 2030. That shift requires investment in existing workers, alongside a serious plan for the young people entering education and employment now.
Schools are already experiencing the change. The Department for Education’s Technology in Schools Survey 2024 to 2025 found that 44 percent of teachers in England use generative AI for school activities, most commonly for lesson planning and administration. Classroom adoption is moving ahead while access to structured AI education, teacher development and practical projects remains inconsistent.
That inconsistency carries directly into innovation. A young person who never encounters data science, model evaluation or AI ethics at school is less likely to pursue related study, seek a research placement or recognise that a technology career is open to them. Geography, school resources, family income, disability and gender all shape those early encounters.
Through my work at Teens in AI, I have watched young people move from uncertainty to serious technical and ethical analysis once they are given access to tools, mentors and a real problem to solve. On our AI4Good Incubator, teams have questioned the quality of datasets, challenged weak assumptions and changed project designs after considering who could be excluded or harmed.
These are early research habits. They should lead somewhere.
A joined-up pipeline would connect that kind of experience to further education, university research, apprenticeships, start-ups, public sector innovation and established British employers. It would also recognise that preparing young people for AI-related work does not require turning every student into an engineer. The UK needs researchers and developers, alongside teachers, product managers, civil servants, designers, lawyers and safeguarding specialists who can work responsibly with AI systems.
I have previously written about the need for AI skills across the UK workforce. The machinery-of-government change raises a sharper question: who now owns progression across the full pipeline, and who will be accountable if young people complete an introductory programme but find no funded next step?
The strongest argument for the merger is that one business-focused department can connect research, commercialisation, trade and skills more effectively than separate institutions. That case has merit. It will hold only if education and early talent remain visible within a department facing immediate pressure to attract investment and support established industries.
Young people cannot become an afterthought to an industrial strategy built around their future labour.
What the government should do next
The new minister should publish a cross-government talent pipeline plan with named responsibilities for the Department for Business, Innovation, Science and Trade, the Department for Education, the Cabinet Office and UK Research and Innovation. It should show how a young person can progress from school-level AI literacy and practical projects into qualifications, paid experience, research and employment.
Existing AI skills and research programmes also need continuity during the departmental transition. Government should publish which teams, budgets and delivery responsibilities have moved, which programmes are under review, and what protections are in place against delays. Silence during a reorganisation creates uncertainty for delivery partners and can cause experienced staff, volunteers and employers to disengage.
Public investment should carry a clear talent commitment. Every AI Growth Zone, publicly supported research centre and major government-backed innovation programme should fund partnerships with local schools and colleges, paid placements, teacher development and routes into apprenticeships or higher education.
Progress must be measured through outcomes rather than attendance alone. Government should track who moves from introductory learning into advanced study, research placements and employment, with data broken down by region, gender, ethnicity, disability and school type. Without that evidence, national participation figures can conceal where access ends and progression stalls.
The minister should also create a standing mechanism for young people, teachers, universities, researchers and employers to test whether the pathway works in practice. Policy teams need direct evidence about inaccessible application processes, unpaid opportunities, missing qualifications and regional gaps before those barriers become embedded in new programmes.
A Cabinet seat can provide authority and attention. Only sustained funding, institutional coordination and accountable progression will build the people Britain needs to turn research ambition into shared economic value.
Talent policy must give every young person a visible next step, and the means to take it.
